Interview of Secretary of the Security Council Mr. Armen Grigoryan in "Interview with Petros Ghazaryan" on Public Television.

Cases of death in the Armed Forces and a number of other security issues are discussed.

"In order to exclude such incidents in the army and achieve significant results, we must work in two ways: to strengthen army discipline and to combat criminal subculture”.

This was stated by the Secretary of the RA Security Council Armen Grigoryan on Public TV, referring to the deaths of soldiers in the army at the beginning of the year.

"The Armenian people have a special attitude towards the army and any official understands that the events in the army are more sensitive because we have more sensitive approaches to security," the SC secretary said.

Referring to the consultation held with the Prime Minister of the Republic of Armenia, Mr. Armen Grigoryan said that the goal was to understand the deep problems of the army. "The first is the reinforcement of order in the army that will allow to minimize or exclude such cases, the other is criminal subculture, which affects such phenomena,-"Secretary Grigoryan said, noting that no matter how tight the rules in the army, if there is no fight against criminal sub-culture, the results will not be significant.
In response to the question whether there are specific persons responsible for the cases or the reason is only the criminal subculture, the Secretary of the Security Council responded that only by looking at the criminal sub-culture as a culprit will we find no solution.

"At the moment there are and there will still be personnel decisions, which show that there are those responsible for such a situation. There is a criminal subculture, but there is also the issue of individual responsibility, ” he said.
The secretary of the Security Council also emphasized the logic of the general reform of the army, noting that the criminal sub-culture plays an important role in the Military Police.

"The military police have to do their job, and here we have a reform concept that is being developed and will soon be able to talk about it," Mr. Grigoryan said, stressing that work in various directions must be carried out to reform the army.
He also highlighted the disclosure of such cases, noting that the issue is clearly set, it will no longer be possible that the complete publicity of a case is not guaranteed.

"There are difficulties in terms of army closure and security, but our conviction is that we should do our utmost to ensure publicity, all cases will be investigated and as a result we will be able to develop a policy to exclude such cases ” the SC Secretary said.
