Chronology of the Activity of the Security Council and other Structure Previously Carrying on Similar Functions
*The present information is incomplete due to secrecy arising out of the previous and current functions of SC.
• On June 19, 2018, the Prime-Minister’s decision was made “About Confirming the SC Work Order”.
• On June 11, 2018, the Prime-Ministers’ decision was made “About Confirming the SC Charter and the Staff List”.
• On May 17, 2018, by the Prime-Minister’s decision Armen Grigoryan was appointed SC Secretary.
• On March 7, 2018, the RA Parliament adopted the RA law “About the Formation of the SC and Its Activity”, which also confirmed the staff of the SC.
• On May 2, 2017, by RA President’s Decree Yuri Khachaturovwas dismissed from the position of the SC Secretary.
• On October 3, 2016, by RA President’s Decree Yuri Khachaturov was appointed SC Secretary.

• On October 3, 2016, by RA President’s Decree Armen Gevorgyan was dismissed from the position of the SC Secretary.
• On June 6, 2016, by RA President’s Decree Armen Gevorgyanwas appointed SC Secretary.
• According to the changes of the RA Constitution made in 2005, it was decided that the main directions of the defense-sphere policy are defined by the SC, which is headed by the Prime-Minister according to Part 1 of Article 152 of RA Constitution. According to the above-mentioned changes the SC received the status of a constitutional body that makes decisions concerning the main directions of the defense-sphere policy while its decisions concerning other issues in its jurisdiction are of consultative nature.
• On February 12, 2015, by RA President’s Decree item 16 of the Appendix “16. Leader of the party Prosperous Armenia” of Decree N NH-107-A “About Confirming the Staff of the NSC” May 4, 2008, was declared invalid.
• On May 7, 2014, by RA President’s Decree item 16 of the Appendix confirmed by Decree N NH-107-A “About Confirming the Staff of the NSC” May 4, 2008, was edited as follows: “16. Leader of the party Prosperous Armenia” and was added the following “17. Leader of OEK”.
• On April 30, 2014, by RA President’s Decree Arthur Baghdasaryanwas dismissed from the position of the NSC Secretary.
On May 26, 2008, by RA President’s Decree “About Confirming the Charter of the NSC” according to the appendix (confidential) the Charter of the NSC was confirmed. By the same decision RA President’s Decree N NH-63 on 14.06.1998 became invalid.
• On May 4, 2008, by RA President’s Decree the staff of the NSC was confirmed. Arthur Baghdasaryanwas appointed NSC Secretary.
• On April 21, 2008, by RA President’s Decree Armen Gevorgyan was dismissed from the positions of the Head of RA President’s Staff and of the NSC Secretary.

• On June 12, 2007, by RA President’s Decree Armen Gevorgyan was appointed NSC Secretary.
• On April 4, 2007, by RA President’s Decree, Serzh Sargsyan was dismissed from the position of the Secretary of the National Security Council.
• Article 55 of the RA Constitution edited in 2005 foresees formation of RA NSC attached to RA President and having a consultative status.
• On November 20, 1999, by RA President’s Decree, Serzh Sargsyan was appointed the Secretary of the National Security Council.
• On June 14, 1998, by RA President’s Decree, the staff of the NSC attached to RA President was changed and Aleksan Harutyunyan, Head of RA President’s staff, was appointed Acting NSC Secretary.
• On September 30, 1997, by RA President’s Decree, Jirair Libaridian was relieved of the position of Senior Advisor to the RA President on national security.
• On November 15, 1994, by RA President’s Decree, Jirair Libaridian was appointed Senior Advisor to the RA President on national security.
• On August 10, 1993, by RA President’s Decree, Ashot Manucharyan was relieved of the position of Senior Advisor to the RA President on national security.
• On December 13, 1991, NSC attached to RA President was founded by RA President’s Decree.
• On November 22, 1991, by RA President’s Decree, Ashot Manucharyan was appointed Senior Advisor to the RA President on national security.
