
Interview of the Security Council Secretary with Armen Abrahamyan

The Secretary of the Security Council Armen Grigoryan spoke about the predictability of hostilities by Azerbaijan, the importance of raising the level of cyber security, the new National Security Strategy and the important principles and provisions fixed in it on the TV news program "Perspective."
Speaking about the Armenian-Azerbaijani border incidents, Armen Grigoryan said: "In general, even still in March, after the fall in oil prices, it was clear that a military provocation was very likely to happen on the line of contact with the Republic of Artsakh or on the borderline with the Republic of Armenia initiated by Azerbaijan. Azerbaijan was on the way to a military provocation, and was preparing for it. Naturally, this did not slip our attention: we assessed almost with great confidence that Azerbaijan would initiate a military provocation. Azerbaijan still aims to resolve the Nagorno-Karabakh conflict by military means. Nevertheless, the Armed Forces of the Republic of Armenia made its actions fail. All the attempts have failed, and I am confident they will also fail in the future. Our entire system of public administration, and the Armed Forces are too attentively watching all the processes, and will not allow the politico-military elite of Azerbaijan to destabilize the region via any provocation."
Referring to the new National Security Strategy, Armen Grigoryan noted: "When the strategy was published on the 10th of July, it was tested in two days. The Strategy clearly states that the hostilities by Azerbaijan are still the number one threat to Armenia's security. The behaviour of Turkey is also a threat to us. The last developments have shown that Turkey continues its unfriendly behaviour towards Armenia. Besides, it provides assistance to Azerbaijan so that the latter has its position of resolving the issue by military means."
Speaking furtherly about the new National Security Strategy, the Security Council Secretary mentioned: "We attach great importance to the resilience of both the economic and security systems. The Coronavirus and the crises like this have shown that there is no single institution through which it would be possible to solve all the issues. Fight against the Coronavirus is not only a matter for the healthcare system. Similarly, military issues as well, cannot be solved by the defence system alone. It is the result of cooperation of a number of institutions, due to which we win the war. In case of an epidemic, we are trying to eliminate the crisis, thus eliminating the epidemic itself. In this case, the very resilience and the cooperation between the institutions, are combined under "resilience" in the Strategy.
