
Interview of the Secretary of the Security Council Armen Grigoryan to “Factor TV”

The Secretary of the Security Council Armen Grigoryan spoke on “Factor TV” about the internal political situation in Armenia and its solutions.
Speaking of the statement of the RA Armed Forces’ General Staff, Armen Grigoryan said: “The statement is unconstitutional, and its signatories put themselves completely outside the Constitution”. He continued: “According to the RA Constitution, the Armed Forces are prohibited from engaging in politics, period. Whereas, many politicians and political commentators try to put a comma after this sentence, add ideas, and give their interpretation to the Constitution. However, the Constitution stipulates that “the RA Armed Forces maintain political neutrality and deal with the issues of territorial integrity and security of the Republic of Armenia; the issue should be viewed in this context as a whole.”
Answering the journalist’s question that the President’s statement of February 27, 2021, puts that the situation in the country will not be eased by personnel dismissals, Armen Grigoryan stated: “The Constitution is not assessed by the political situation, the Constitution clearly states that the Armed Forces must maintain neutrality in political matters, the situation must be discussed within the logic of the Constitution because in other contexts the discussion does lead to nowhere; the President should not offer his interpretation of the Constitution.”
