
The process of preparation and conducting conscription in Armenia will be improved

The results of the monitoring of the preparation and conduct of the fall 2010 draft were discussed at a meeting convened by Secretary of the National Security Council Arthur Baghdasaryan. Defense Minister Seyran Ohanyan also participated in the event.
The monitoring, according to the NSC 2011 Annual Activity Plan, was carried out by a working group comprised of Security Council staff and the Ministry of Defense.
Arthur Baghdasaryan noted that it has become a good tradition to discuss issues related to the preparation and conduct of conscription in Armenia at the National Security Council.
The issues discussed in the Security Council by the order of the President of the Republic were formulated as recommendations to the public administration bodies, which were followed by relevant government decisions. As a result, significant improvements have been made in the preparation and conduct of the draft. At the same time, there are still a number of issues which should be eliminated. “As a result of the monitoring both improvements and shortcomings were registered. In particular, studies show that it is necessary to tighten control over the work of medical committees to eliminate the vicious practice of getting rid of the army by bribe or acquaintance, to discuss the establishment of a specialized complex for the medical examination of conscripts, and to involve regional polyclinics and health services in these activities.
Our law enforcement agencies should also tighten control over those who avoid conscription. It is also necessary to raise the level of public awareness, to deepen cooperation between local and central authorities. Our observations in this area will be regular, and I hope that our joint work will bring about significant improvements, "Arthur Baghdasaryan said.
Seyran Ohanyan stated that, along with expanding the professional element in the recruitment strategy, holding conscription is one of the most important directions.
“We are doing quite serious work in this direction every year, and today it can be stated that the process is improving, so the confidence of the population in the process of conscription has also increased.
Along with the results obtained, we see that there are gaps and shortcomings in the drafting process, and we must work together to eliminate them. The control exercised by the President of the Republic and the Secretary of the Security Council is a great support to us in fulfilling our duties."
During the consultation, the plans of the agencies involved in the field were recorded and the timetable for their implementation was set.
