
_cooperation potential in different fields to be realized

The delegation led by the Secretary of the National Security Council Artur Baghdasaryan made an official visit to the Federal Republic of Germany on the 17-20th of May, 2010.
The first meeting took place at the Chancellor’s office with Investigation Services Coordinator Hans Warbeck. The parties discussed the prospects of cooperation between two countries in this field.
At a meeting with Ministry of Foreign Affairs Security Policy Commissioner Eberhard Paul, the possibilities for Armenia-Germany bilateral cooperation were discussed. Upon request of Eberhard Paul Artur Baghdasaryan presented Armenia’s approach to Armenian-Turkish relations and NK conflict regulation.
Artur Baghdasaryan’s meetings with the State Secretaries of Internal Affairs and Defense passed in an atmosphere of mutual understanding. The parties noted with satisfaction that Armenian-German cooperation in the field of defense had reached a high level. Thomas Kossendey hailed Armenian peace-keepers’ activities in Kosovo and Afghanistan.
Artur Baghdasaryan said fundamental reforms are implemented within Armenia’s armed forces and highlighted the importance of study of German practice in this regard. The interlocutors discussed the opportunities of enhancing cooperation in military education, military-medical and military-technical fields. It was agreed with the Ministry of Internal Affairs and Federal Police to foster cooperation between the police and the Ministries of Emergency Situations of two countries. Artur Baghdasaryan said under Armenia-EU cooperation action plan key reforms are implemented in the police system in Armenia as well, and a further study of German practice would be beneficial. The parties attached importance to the establishment of legal and contractual base which will serve as an institutional basis for cooperation between respective structures of two countries. A cooperation agreement between German and Armenian police structures will be signed in the near future.
Artur Baghdasaryan also met with the members of Caucasus parliamentary friendly group and introduced the process of reforms in Armenia. The participants attached importance to the deepening of political dialogue between Armenia and Germany.
Artur Baghdasaryan’s presentation “Security Field Reforms in Armenia” took place at the end of the visit in the Conrad Adenauer foundation, attended by representatives of the Ministries of Foreign Affairs, Defense, Internal Affairs, National Security and of scientific, political and experimental field, as well as journalists.
Artur Baghdasaryan presented the vision of security field reforms in Armenia and answered the questions of the people present. The German side highly commended the key directions of reforms and expressed willingness to contribute to the process of implementation.
