Civil service system of the RA in line with European standards

In the framework of “Armenia-EU” cooperation program civil service reforms will be implemented in Armenia.

Today at a sitting, chaired by NSC Secretary Artur Baghdasaryan, the inter-agency working group agreed to develop the reforms program in conformity with EU standards. The objective of the program is to harmonize the RA civil service system with EU member states’ practice, establish a cooperation network and develop new mechanisms and frameworks of cooperation. Artur Baghdasaryan stated that reforms assume elaboration and adoption of a training concept and a manual on ethics of civil servants, enhancement of civil service recruitment mechanisms and procedures, trainings and specialization of civil servants. All these activities will generate a unified system regulated by laws and legal norms and in line with EU standards. The working group agreed to finalize the elaboration of the program by June, 2010.
