CSTO Committee of National Security Secretaries accepted three proposals of the Armenian side

On September 28, the delegation led by NSC Secretary Artur Baghdasaryan arrived in the Republic of Belarus. On September 29, the delegation participated in “West-2009” operative strategic military exercise in Brest. Dmitry Medvedev, President of the Russian Federation and Alexander Lukashenko, President of the Republic of Belarus opened the operative strategic military exercise “West-2009”.

On September 30, the CSTO Security Council Secretaries Committee held a closed sitting followed by an extended session. The participants discussed the military-political situations in the CSTO member states and the collective efforts to combat illicit drug trafficking.
The Armenian delegation presented three proposals which were adopted unanimously and were included in the decisions of the Committee of the CSTO Security Council Secretaries. In particular, Artur Baghdasaryan proposed to take measures to stimulate military-economic cooperation between CSTO member-states. The CSTO Interstate Committee on Military-Economic Cooperation was instructed to discuss the issues of military-economic cooperation, to develop a draft package, which will specify the mechanisms of forming joint enterprises. Artur Baghdasaryan mentioned that many enterprises in Armenia, Russia, Belarus and Kazakhstan are interested in bilateral economic cooperation, promotion of joint production to develop the military-industrial complex.
In addition, the Armenian side suggested taking practical measures to formulate a systemized information policy in the CSTO member-states. Artur Baghdasaryan informed that the Information Security Concept has already been worked out and approved in Armenia. It is necessary to elaborate and implement a joint program to enhance the information security system which will assume additional guarantees for technical security.
The third proposal was aimed at unifying the efforts to recruit and train the law-enforcement and special agency personnel of the CSTO member-states. By a decision of the committee, a targeted interstate program will be elaborated which will enable the staff of the Ministries of Defence, Emergency Situations, Police and National Security System to receive trainings in the framework of CSTO.
On the proposal of the Armenian side the committee discussed the issue of supplying the CSTO Rapid Reaction Forces with modern military technology and instructed the CSTO General Secretariat to work out a targeted interstate program.
The delegation returned to Yerevan on October 1.
