Speech by the Secretary of the Security Council of Armenia, Armen Grigoryan, at the 108th Rose-Roth Seminar.

“Dear Mr. Chairman,

Ladies and gentlemen,

Honorable parliamentarians,

Dear colleagues and friends,

It is a great honor to deliver a speech within the framework of the 108th Rose-Roth Seminar. Allow me to begin by expressing Armenia’s gratitude to the NATO Parliamentary Assembly and to all participants who continue to promote dialogue and cooperation at both global and regional levels. Dialogue is one of the best tools for resolving and preventing conflicts.

It is symbolic that the Rose-Roth Seminar takes place after the summit held in Washington on August 8, which resulted in the establishment of peace in the South Caucasus. Peace that the peoples of the region have long awaited. We will now work toward institutionalizing peace to guarantee its durability.

Unblocking the economic infrastructures of the region is of great importance in institutionalizing peace. For this purpose, Armenia previously presented the “Crossroads of Peace” project, which received positive feedback from Armenia’s partners. At the same time, based on the trilateral declaration signed in Washington, the “Trump Route for International Peace and Prosperity” communication program will be created, which will become part of the “Crossroads of Peace” project. The implementation of such programs will inevitably contribute to the formation of regional interdependence, which in turn will have a positive impact on maintaining peace.

The achieved peace is a significant example of bilateral and multilateral dialogues actively promoted through this platform.

Ladies and gentlemen,

In general, we are deeply convinced that peace provides the best conditions for strengthening Armenia’s security, consolidating democratic institutions, and ensuring the continuous development of sovereignty and independence. It is precisely this conviction and the peace agenda mandate received from the people in 2021 that contributed to shaping today’s environment. Under the current conditions, Armenia will not only strengthen the attributes of its statehood but also expand cooperation with its partners.

Armenia highly values its partnership with NATO in different formats. Armenia and NATO cooperate on issues of rule of law, transparency of multi-sector reforms, counter-terrorism, and the fight against corruption, as well as in the development and implementation of defense reforms. At the same time, with the support of NATO’s Defense Education Enhancement Program (DEEP), Armenia is implementing large-scale reforms in the field of military education. It is worth mentioning that Armenia has increased its engagement in NATO’s peacekeeping mission in Kosovo (KFOR), underlining Armenia’s readiness to deepen its partnership with NATO. We aim to finalize the “Individual Tailored Partnership Programme” (ITPP) with NATO as soon as possible and move on to its implementation in order to give new impetus to Armenia–NATO relations.

I also want to highlight one of Armenia’s strategic approaches to ensuring security. Back in 2023, the Security Council of the Republic of Armenia approved the “Comprehensive Security” vision. Armenia views resilience as a whole-of-government and whole-of-society capability to face the risks arising from the environment around Armenia. Guided also by the well-known guidelines on resilience, Armenia, with its “Comprehensive Security” vision, seeks to strengthen civil preparedness and involvement to enhance Armenia’s security.

The basis for shaping the “Comprehensive Security” vision was the development of democratic institutions in Armenia. Interestingly, the idea of comprehensive security was initially actively discussed at the public level by the professional community. As a result, the Government responded to the public demand and adopted the “Comprehensive Security” vision. By the way, we consider democracy as an important tool for ensuring Armenia’s security, while corruption as a threat to our national security.

We are currently working on developing and implementing the action plan for the “Comprehensive Security” vision, holding consultations with the EU so that it can support the implementation process. In this regard, I would like to express special gratitude to the EU for such readiness.
